It doesn't say that! It says:

"Although the Origin line is not required by all Echomail processors, it is adde
d by the Conference Mail System to ensure complete compatibility."

It is not very clear wording, but I read that as software that creates echomail 
messages should always add the origin line. But software that processes echomail
, should be flexible when it is not present.

fsc-0074.001, the supposed succesor of fts-0004.001, has much clearer wording, a
nd leaves no room for interpretation: "There shall be exactly one origin line in
 a message."

I don't know why fsc-0074 never made it as fts-0004.002. It was drafted between 
06 Jun 1991 and 28 July 1993. Maybe if someone has archived the contents of the 
private FTSC area, this can be made clear?
