That's true. Cloud integration is part of the selling point.

It depends. Android tablets out of the box integrate with Google for
backup, storage, app stores, etc.

I'd think your best bet would be a cheap laptop running Linux, if
you're adventurous. Windows, too - if you turn off all of the
marketing/data options and Cortana when you install it. Just don't
use any of the cloud services and store your data locally on the
laptop.
