Nobody has requested this until now.  I'm working on it as my work schedule
allows.

LOCAL will be set in all MakeNL created messages, and the file attach flag for
submit messages.

I should be able to get it working before too long for KILL/SENT.  DIRect and
IMMediate would require implementing the ^aFLAGS kludge line, which I really
don't see the need for, unless I receive multiple requests for it.
