hey i keep getting this error and then i get a bad packet

is this because i have my msg bases misconfigured or just because i have voting
disabled? and if it's just because voting is disabled am i losing a bunch of
msgs because it's being renamed .bad?
ignore the dupes error. i just went into my qwk account and changed msg pointers
so i can import it again to see if i got the same error.
