There is a version called TinyXP that strips out most everything from the 
full version, including all of the apps (including IE) and theoretically 
would have a much smaller attack surface than plain Windows. It's also tiny 
and runs in a small VM nicely - when I ran it, it idled at 118 MB of RAM and 
ran my BBS in a 512 MB VM nicely.

I don't know if it's still a valid option.
