Maybe you're looking in the wrong archive?
$ unzip -l sbbs_dev.zip sbbsctrl.exe

I see that

indows does not include sbbsctrl.exe (and other expected Windows EXEs), so I'll
look into that. But sbbs_dev.zip is hte the usual dev update archive.
