Licences were compulsory in Australia, but it was a simple matter of filling in
the paperwork and paying the fee. No other qualifications or documentation
needed. That was the "Citizens" part of "Citizens Band" - anyone could get a
licence by simply paying the fee. It was estimated about half the people on CB
were unlicensed in 1990.
