It's really SMB-voting with QWKnet extensions to make it work over DOVE-Net (or 
any other QWK network). Doesn't work over other network types (NNTP, Fido, etc.)

SlyVote uses the same poll/vote storage methods (exposed in the MsgBase class of
 Sync-JS), but has a more traditional "voting booth door" interface.

The SMB-voting *can* be used for a local-only voting: by posting a poll to a loc
al (not networked) message base, that poll is by definition, local on the BBS.
