It is well understood taking into account that the USA claims that it 
has had the information about imminent terror acts in Moscow. As a CIA 
general has said "we know exactly that it was not Ukraine." So, he 
knows. ;-)

Mostly it is interested to note where do terrorists run after terror 
acts in Russia. For instance, when the Russian girl-blogger Dugina was 
killed by the Ukrainian terrorist -- she ran to Latvia. The IS 
terrorists ran... to Ukraine, and were caught near the border. It was 
probably easy to do because... it was easy to guess where they were 
going to hide.  ;-)

Now the IS is not a single group as it was when the USA had created it 
as a weapon against the USSR in Afghanistan. The cells are mostly 
isolated and very probably now there are fake IS cells which the US uses 
when it's time to commit terror acts against its enemies and stay white 
fluffy as an angel. And yes, in this case the US really knows for sure 
who should not be to blame.

Should they tell truth and only truth in this case? ;-) If FSB proves 
that Ukrainians waited for them and contacted them it would be fun.
