You don't understand a simple thing - Ukrainian lives were not targets 
by Russian troops. It was a very badly thought-out attempt to solve the 
war in Donbass that had lasted for 8 years. Ukraine troops could just 
follow Russian troops, the latter could even march along Kiev streets, 
but it was no use for them. The main thing is that Zelensky and 
nationalists did wanted to fight and spill tonns of blood, but if 
Zelensky were a wise man he could avoid it.

The reason is simple they didn't want follow Minsk agreements and give  autonomy
to Donbass. In there plans there were only throats cutting.
