Actually, it's not a terrible question but in that format, it isnt answerable.
Or rather, the answer would be totally dependent on what the change was.

If i recall right, the one that almost passed was a no brainer to loosen up
something about the address of the Fidonews Editor.  Change was to simply say 'a
zone independent number' or something like that.  There were a couple of other
suggestions revolving around the IC position.
