Not sure what you don't understand about window managers. They're all very
different in their own regard, gives people choice, and you aren't forced to use
one specific one on whatever you choose to run as a distro. You can even make
your own distro, if you want.
With the open source community, any single person can make their own window
manager to suit their needs. If it gains popularity, it sometimes gets used as
an option in a distro's install process (some distros offer a selection of
window managers you can choose from during install, etc).
It just comes down to freedom and choice, is all.
