I'd suggest setting the "N" restriction on their user account, so they 
can't post to Networked message bases (like DoveNet, FidoNet, etc) for the
moment.  Then, send them a personal/private message on your board and 
explain a little about better message writing, and add that their echomail
posting priviledges will be restored in a short while.  Monitor their 
activity for a bit to ensure the advice was followed.  That should do it.
