off you have to be before you qualify.
Internet rumors say they are not trying to help the NC folks much because
many of the areas are rich in quartz and/or lithium. Friends of the
administration want any easier path to mining (more of) it.
Fewer people to oppose your plans = the easier path they have been looking
for.
