Were they sent to him by California or by your father's former state of
residence?
Here they did not send out ballots but they did send out material on how to
request one. I got material for myself, for the previour resident (who
moved out of state 10 years before the election), and for the original
resident who'd been dead for ~15 years.
I sent mine back to get a primary ballot, and sent theirs back with "no
longer lives here" and "DECEASED" written on them. I didn't receive
anything else for either of them.
