I think it was in Mesopotamia where, if you suffered theft or damages, the magis
trates responsible for keeping peace in your area had to compensate you for thei
r inability to protect you.
You read it right: the magistrate had to reach into his pocket and cover your da
mages because he was understood to be responsible, due to his inability to prote
ct you. What happened afterwards is the magistrate looked for the gulty party an
d recouped the costs from his hide.
A shitty culture by today's standards, they understood simple concepts like resp
onsibility and accountability.
