i'm not sure about "jumping the gun"... once an address is assigned, everything 
is a go... this is how it was back in the day and even today all FTN software
will happily pass on posts from any address... even those from othernets that
aren't gated between FTNs properly... the WEATHER echo is a perfect example
right now...
